Isn't this an archery skill? If it isn't in the basic list, there will still be huge penalties to accuracy. And since this is a national ability (hunter) of a race specializing in archery but not on the bonus list, that's how it should be. Most participants will have a skill from the general list anyway, and not this one.

Premature excerpt from the upcoming patch: racial abilities are now free, so Beatrice can get elemental power right now (like she's starting to adapt to her new body, heheh), although this ability must match the affinity if there is one. The same applies to Teyoshi, Assarians, and Shunians – their abilities no longer require learning points.
