A rather immodest question: why couldn't they have made it a 100% chance and avoided unnecessarily complicating the set?

They probably wanted to "add some adrenaline":smile04:. Although, they could have made a double kill a one-time ultimate ability or a double-use ability, but with a guaranteed burn after the second use.
