Come on, Yashur, the block has random ranks, with a 50% chance of vote removal. I don't like randomness where it can be avoided either, but I can tolerate this one. (and, by the way, it's usually much easier to analyze when vote removal triggers than when it doesn't, because you're not supposed to prescribe blocks).
There's also a 75% chance that after a double kill, the boss of the mafia will be revealed (do you think double kills are used often? Extremely rarely, with such a restriction).

And doesn't "ignoring external defense" apply to personal defenses? They are not external, but personal. External defenses are the commander's defense or healing.
