Exactly, it's necessary to list what bugs exist... because sometimes there are disputes, and it's unclear whether something is a bug or just a specific action... (example: ballista)
Or they say that this bug isn't written in the rules... and that if something isn't forbidden, then it's allowed... (you don't have to look far for examples... ;) )
