LBE – minimal balance changes for Heroes V 3.1.

Interesting, useful, straightforward. Perhaps the mini-arts could be adjusted to be stronger at the beginning and weaker at the end? By the way, what does the name stand for? I'm guessing it's "Least balance enhancement"—how close am I? :)
