Could you please tell me how to find Sandro and where to get 3000 Azure Dragons?

In the center of the map, near the tavern and the Haven, there is a fortune teller's hut. After fulfilling the conditions, you will receive the dragons and can then go to the quest guard (also nearby), who will let you pass further, where you will find Sandro.
