As stated in the regulations, applications from participants with a rating of 1599 or lower will be considered on an individual basis (i.e., according to this criterion, the application is accepted by a vote among the 5 organizers and judges of the tournament).

The main rule is that the registration date must be before June 1, 2015, and there must be at least 50 rated games.

For example, Warden has a low rating, but he finishes the tournaments, and meets the main criterion, so I am "for" his participation.
