[POLL] Who is to blame, and what should be done?

I would like to know not what was or wasn't, but what is prohibited or allowed, as I play fairly and don't intend to cheat, even if someone else does and gets away with it. But I think in our troubled times, no one will give a definitive answer.

You weren't even there; how can you judge people?! The sense of conscience (or justice, in other words) has different meanings for everyone... For some, revenge by killing a person is justice, while for others, it's enough to say some curses behind that person's back, and for a third, it's simply forgiving, so it's better not to engage in demagoguery. Essentially, the rules didn't restrict players, and the system glitched when matching losers with winners.
