Psychotic Dictatorship

If I remember correctly, my Draconia is teetering on the edge of these states; it depends on my luck with the issues. If I build a new theater and allow gay marriage, human rights immediately improve. But if I execute a couple of gays and some terrorist, everything goes back to a psychotic dictatorship.
