It is perfectly clear that in the early stages of the game, only spells of levels 1-2 will be used. And then - it depends on how the game unfolds. In a campaign or on a large map, with a well-developed hero, it is perfectly clear that spells of levels 4-5 and mass spells of level 1 will be used.
