Rounding should be done immediately to the desired number of digits, not in stages.
Example: 0.45 is rounded to 0
Example in stages (incorrect):
1) 0.45 is rounded to 0.5
2) 0.5 is rounded to 1

When did they start teaching this? After the Perestroika :) I specifically took a math reference book (for engineers and technical college students) from 1981. It says that there are two rules for rounding:
1. Rounding down
0.4444444444444445 -> 0
2. Rounding up
0.4444444444444445 -> 1
3. Sometimes, an additional rule is applied to decide whether to round up or down.

It was probably not 76.5, but 76.4###
Probably Excel uses the rule of rounding down.
