The pool of templates is a separate topic. That's why it's necessary to develop the regulations in advance. It's not necessary to add m-200.
But, for example, adding a fixed template in the group stage, where the game doesn't take much time, is quite realistic.
For example, a regulation that eliminates subjective restarts saves time.
For example, a maximum of 112 restarts, and you pay 500 gold for a restart per day.
And so on, planning everything in advance to reduce the chance of problems is not such a bad thing.

And even better, have a calendar for the tournament days and plan all the time, both in-game and out-of-game.
