You're probably too naive. In any discipline (tennis, boxing, football, etc.), at any level (up to world championships), match-fixing exists. Does that mean we should stop watching sports altogether? If two players want to achieve the same result (it doesn't matter at what stage the deal takes place), it's impossible to stop them. It's just that if you're already going to engage in criminal activity, it's not necessary to shout about it from the rooftops.

Initially, tournaments of this format were held in clubs, but then participants started to value comfort more, plus the "club atmosphere" isn't very appealing for spectators. As for the drunk people, it depends entirely on their upbringing; some allow themselves alcohol in moderation, while others show up for breakfast with a bottle of vodka... Every time I organize the Siberian Championship, I encounter these "let's drink a couple of liters to celebrate" types, and because of this, I no longer want to organize live tournaments. Another option is to create a stop list for some people and simply ban them from attending tournaments.
