Why should the CIS champion be someone who won a live tournament?
In my opinion, even "Only HL" is much harder to win.
Initially, back in 2009, to qualify for the CIS championship, you had to go through a selection process (and it was live) in your region, and only then participate in the final stage. But then, due to the small number of people wanting to participate in the tournament, as well as the unwillingness to organize other qualifying stages, this tradition faded away... and it's understandable, because everything has to be done at your own expense... only to end up in the red.
