If in the first years of the new format, there was still such a thing as a regional qualifier for the CIS, then now it is no longer relevant. This is an Open CIS Tournament. Everyone has the right to participate. And, considering the crisis, we can only be glad that about 20 players participate regularly.
I assure you, last year, with the exception of the final, the theme of Heroes was covered to a sufficient extent. And even in the final, there was an exemplary lesson on how to play Heroes correctly and incorrectly. Still in the stage of drafting strategies.
But no one prevents you, or anyone else, from showing a master class in organizing and running a CIS tournament. Our reality is such that we do not choose organizers; every year, a couple of people take on this burden, not even realizing what a hassle it really is. But this year, the level of alcohol, not in the blood, but specifically in the conference room, exceeded all imaginable limits. And I am honestly surprised and admire those who were able to demonstrate a high level of play in this extreme situation. I am glad that, despite everything, new faces appear in the tournament, and well-forgotten old ones remind of themselves.

As for the quality, yes, you are right, yes, it is fair... everyone is in favor. Are you willing to pay for the quality of organization and running the tournament? And how much are you willing to pay, if you are willing? Just off the top of my head.
