Rule amendment - all templates will use a timer of 16+8+1.

The situation with the timer in HotA is as follows: in the future, we plan to redesign the game creation window, move important settings to a prominent location, and remove unimportant ones. To ensure that all options (for HotA, HDMod, and HWRuleset) fit into one window, rather than being scattered across multiple tabs as they are now.

In particular, the timer is intended to be implemented as a set of several standard values: blitz, rapid, classic, and unlim. And manual timer settings will be moved to a hidden section of custom options.

And, of course, we don't want to use the HWRuleset timer values (like 21:00+7:30+1:15) for the standard timer values. Because we know that this is the result of a consensus vote, but to outsiders, it will seem like a flaw.

Therefore, the standard timers should be simple, clear, and logical. Tentatively, it will be as follows:
blitz = 8+4+1
rapid = 12+6+1
classic = 16+8+1
unlim = no timer

Therefore, it is worth starting to get used to the classic timer now.
