The skill enhances Overseer. Overseer is a hero's attack.
The most logical solution would be to grant a general Overseer buff, rather than doubling the attack of units. However, starting with version 3.0, a general Overseer buff no longer works (it still worked in Hammers of Fate).
Therefore, you could grant something like a general Support buff (which works) and enhance the attack of units specifically with an additional hero attack.:smile19:
As for the numbers, Absolute Luck, for example, enhances the attack by only 33% of the maximum Luck value (a constant double damage compared to 50% double damage).
