I had an idea for a mod that would shorten the path to the Supreme Artifact (SA).
You will need to max out all three racial perks, as well as one perk of the third level:
To max out Unrelenting Force, you will need the Empathy perk.
To max out Call of Urgash, you will need the Sudden Attack perk.
To max out Shriek of Horror, you will need the Master of the Undead perk.
To max out True Luck, you will need the Elven Luck perk.
To max out Absolute Defense, you will need the Readiness perk.
To max out Arcane Knowledge, you will need the Hidden Advantage perk.
To max out Elemental Fury, you will need the Lucky Sorcerer perk.
To max out Pure Rage, you will need the Inspiration perk.
