Did I understand correctly about the amulet in Utopia?

I had a good run, developed well, defeated the Dark Elves, scared off the garrison, and avoided a meeting with the Mages. Then, a Mage descended into the Dungeon and took my Dark Elf city. I deliberately withdrew my troops from the city to avoid a battle, but I still lost.
