With 6 mafias the town must be at least 12 people. Otherwise within a couple of turns the count can become 6:5 and the "useful" one has nothing left but to defect to the mafia, after which the game is over.:smile32:
A million and one kills by the town won't save the situation, because the town doesn't know its own. And if it does, then it's no longer a town...
One possible option is to split the mafia into 2 teams and make them fight each other, but that somehow looks like nonsense...
A second option is to carve Rubin and his little sisters out into a separate mafia team, and fill the freed-up "holes" in the town with new roles. But then you'd need over 25 players...

Normas, the town are villains anyway, and all season long they were busy cutting each other down more than the sailor girls. The rest of the kills got trimmed.
It's obvious they're villains. They're just not a town in the usual sense: a pile of kills + a relatively small numerical edge over the mafia.
