NTBF – New buildings for the towns in Tribes of the East 3.1.

I have two suggestions for you: 1) add improvements to the Capitol (like the Mage Guild) that would provide buffs to the city (e.g., +increase in certain creatures/ +resources, etc.).

and 2) add the ability to upgrade the Forge, where artifacts can be reforged (e.g., 3 Swords of Might into a Dwarven King's Axe or 3 Lion's Necklaces into a Necklace of Victory).
