Reading templates.

In the case marked with the red arrow on the left, there is no passage.

There is definitely a passage there; I have passed through it in the game many times. Am I correct in understanding that since this buggy passage is not in zone 10, using it does not violate the rules, and I can use it without fear of any sanctions?
