NTBF – New buildings for the towns in Tribes of the East 3.1.

I have two suggestions for you: 1) Implement improvements for the Capitol (similar to the Mage Guild), which would provide buffs to the city (e.g., increased production of specific creatures, increased resources, etc.). 2) Allow players to upgrade the Forge, where they can reforge artifacts (e.g., combine 3 Swords of Might into a Dwarven King's Axe or 3 Lion's Necklaces into a Necklace of Victory).
