"HW rulez" mod (add-on) for HoMM3.

In general, while theorists theorize, the practical application of the library's ban continues in various ways, including at the start with a Tower and trade, and even (attention!) when playing Tower against Tower. As a result, instead of strengthening the Tower, we effectively get a new limitation for it.
There were no such problems in the test/Tuesday builds when the library was not tied to rebuilding.
I would like to hear the mod author's opinion on this.
