I don't recall seeing anything in the set that explicitly states whether someone is a mage or not.
But there is. The Order of Spellcasters are clearly mages. Those who have skills implying the use of magic are also. It's directly stated that Mana is a mage. However, there are no spellcasters among the Strangers, and it's even written that their leader doesn't like mages. So, I believe my interpretation is more likely. According to it, Jaconda turns out to be a negative character.
