There's simply nothing about this in the regulations, and when Cobra and I discussed the idea of satellite tournaments, I took it for granted that the winner of the first tournament wouldn't participate in the second. I don't want to have to sort things out in the forums during another scandal.
In my opinion, there are two logical options: either the winner of the first tournament is not allowed to participate in the satellite tournament, or they have to forfeit their prize money (or part of it, with the rest going into the prize pool). Personally, I prefer the second option, and it's not a problem to add this to the regulations before the start.
