Lately, almost everyone (or everyone?) who plays with restructuring agrees to ban the library, as it is indeed overpowered when used with restructuring. The negotiations themselves take time, and there are different possible options, so you need to find a mutually acceptable solution and then remember to adhere to it. It's inconvenient overall. I suggest considering the possibility of decoupling the library from restructuring, i.e., so that the library provides fixed spells, while the standard slots are restructured without taking into account the library.
