The negotiations themselves take time, and there are different possible options, so you need to find a mutually acceptable solution and then remember to adhere to it. It's inconvenient overall. I suggest considering the possibility of decoupling the library from restructuring, i.e., so that the library provides fixed spells, while the standard slots are restructured without taking into account the library.
