Timur’s first post in this tournament thread contains a link to the HotA game rules. There is point 10 that describes the mirror match rules; it specifically states that subjective restarts on the mirror template are canceled (i.e., there aren't even 111).

I played with David and Джавдет with 1 restart for 111, no questions arose; it seems to have become the norm for mirror matches. We also play series like this (including playing with Zhenya). In my opinion, if the tournament rules don't clearly state otherwise, then for mirror matches, rule 113 doesn't apply (as it does for other templates), but rather 1 per 111, because everyone has been playing like that for a long time.

Based on The’s streams, it seemed as though he likes to present black as white. The situation in the game against Hellight is an example of this.
His opponent reached the final in a mirror match tournament where the total number of restarts was 111. He most likely knew about the watering holes too. And at that point, he could simply pretend to be clueless and just back out by saying that the number of restarts for mirror matches wasn't specified in the tournament. First, he wrote in ICQ asking about the rules (which was already incorrect). After receiving an answer, he said he would take 112 because he visited the watering hole.
I don't exclude the possibility that he wanted to fake a restart for another reason (any reason).
It's a fun tournament. I don't want to play with him.
