CIS-2016 in St. Petersburg.

Since it's already March 15th, it's time to finalize the tournament regulations (rules, templates, etc.)...

The regulations will be standard, Swiss-system. 4 or 5 rounds, if there are more than 16 participants. 1 round per day. Start date: May 1st. We will definitely allocate at least 1 day to explore St. Petersburg.
The rules will also be standard, but with new features: restructuring, trading, and we'll also consider replacing the 1-unit creatures. In general, it will be almost the same as in Satellite #1. The only thing is, we need to improve the rules for mirror matches, as there was negative feedback...
Regarding the templates, and this is my belief, the tournament participants should be involved: that is, we arrive and the participants on-site write seven templates blindly, and then we count the votes and determine the templates for the tournament by a simple majority.
