No. And I'll mention the following point in advance: firearms in this setting don't have a very long firing range, they reload very slowly, and deal huge damage (really huge), penetrating armor.

Consciousness. But if you have a bonus to initiative from a skill, you go before those who don't have it. If you have two, you go before those who have one.
