In my opinion, in this mission, you should first secure the sawmill, the mine, and 1-2 quarries, and a few dwellings. You can also take a Fortress. There isn't much you can build in the town. Therefore, you don't need many resources. You also don't need many dwellings – you won't have enough money to buy troops. And then, try to quickly secure as many upgrade buildings as possible – they will help you in completing the following missions. You need to make the most of the time before Biara arrives.
