Have you played this template a lot? I haven't, maybe 10 times at most, and 80% of the matches were on turn 13. At the same time, on 8mm6a, 10-20% of the matches are on turn 11, on Spider, almost half, and on the others, the matches are mostly on turn 12.
The template, if you don't specifically play to gain control or contact, simply doesn't allow you to meet. That is, you can forget about harassing and just run to the opponent - there's no point in doing that.
