The fanatic's ultimate ability doesn't seem that impressive.

It depends on where he uses his ultimate... besides, there's plenty of action happening between the cults, the mafia, and the city. If it were possible to gather 23 people, I might give him a stronger UD, but as it is, people will be mowing each other down without it.
