There's a nuance here regarding the balance of blocks. If all blocks are displayed, the block ability will be useless for the Mafia because they can use it to guarantee kills, plus the city block and the cult block. A lot of information would be revealed with the explicit display, so you'd basically be filling out the entire table right away.

Give the boss immunity to blocks. Let the Mafia decide. If you're afraid of getting blocked, kill the boss. You could also give someone the ability to remove a block (without displaying it), say... a couple of charges. And talking about "guaranteed kills" with two Mafia members and two Town members is just funny.:D
