There's a nuance here regarding the balancing of blocks. If all blocks are displayed, the block will be useless for the Mafia because they can use it to create guaranteed werewolves, plus the city block and the cult block. A lot of information would be revealed with the explicit display, so you'd basically be filling out the entire table right away, knowing who's who.
