According to Indian mythology, Nagas live underwater and control it: they cause rain, floods, and other things...
Well, according to a mythological dictionary, some Nagas have power over the underworld, but this is in Hindu mythology, while as you said, in Buddhist mythology, they live in water. But it is also written that they are capable of living on land. And in the Mon-Khmer mythology, they can live underground and in water sources.
