Sacred Haven of Debauchery

Well, on Legendary difficulty, dragons can be quite challenging, especially if you haven't unlocked the "Dragon Slayer" skill yet. They can be a real pain.

But overall, it's still relatively easy. You might need to install mods to increase the difficulty.

For me, with a fully upgraded crossbow in the forge, combined with gear that's optimized for ranged attacks and dragon slaying, and without the "Dragon Slayer" skill, it's quite easy.
