Psatkha, you're almost right; it's a template generator and a "re-generator" for maps. That is, it can create new templates and modify existing maps, replacing certain objects and creatures (you can choose what to replace).

I also use it to check for validity; the only issues I ignore are related to the green Haven creatures belonging to the Haven faction.
