In HD, starting with version 3.7?? up to 4.100 RC7, the tweak was enabled by default, but the functionality associated with this tweak did not work due to a bug. In 4.100 RC7, this bug was fixed. Consequently, if there were no lags on computers with mice that have high DPI before 4.100 RC7, then after updating to RC7/RC8, they appeared.
That is, any player could be unprepared for such a turn of events: for such behavior of HD after the update.
There's also this issue: the more and faster you move the mouse, the stronger the lag.

The culprit option was forcibly disabled in the RC9 update after reading this complaint from KobRa_RR.
