A much more sensible approach is: "the rules should be simple, clear, and have unambiguous interpretations."

The core of the rules is still stored somewhere in the main branch; I stumbled upon it once. And everything is quite simple and clearly written there, including the prohibition of all sorts of bugs. It was Pete who overloaded the rules with absolutely unnecessary and superfluous information, such as

2.8.3. If a computer player has upgraded monsters of levels 1, 6, and 7 in the Conflux or level 4 in the Necropolis, then they are prohibited from upgrading their troops of these levels and hiring the upgraded version of creatures. If the Necromancy Amplifier has been built, then vampires are prohibited from being upgraded, and additional skeletons do not need to be disbanded.
2.9. It is prohibited to collect the composite artifact, the Shroud of the Dead King. All other composite artifacts can be collected.

, thereby confusing them and giving opportunities for outstanding tacticians to emerge.
It could simply be written concisely that

it is prohibited to upgrade and hire monsters of levels 1, 6, and 7 in the Conflux and vampires in the Necropolis.
It is prohibited to use the composite artifact, the Shroud of the Dead King.

And this is the case throughout the rules.
