In reality, it's not very difficult to plan the tournament calendar so that it ends before the New Year holidays.

10 rounds in the OFB - 20 weeks
vacation on the "CIS" LAN - 1 week
registration for the FB - 1 week (the list of participants is known, it doesn't take much time)
9 rounds of the FB - 18 weeks
1 week - pre-New Year holidays.
Total: registration for OFB-10 should be opened 44 weeks before the end of 2016, i.e., on February 22, 2016.
In words, it seems simple, but in practice, it is almost impossible to do, besides, 1 week for the CIS and 1 week for the New Year holidays is not enough.
