RTF is a global modification that replaces all towns in the game.

Instead of creating new groups, you could ask someone to grant you admin (moderator) rights to an existing one. If there are no objections, of course, but I doubt it...

Well, I suggested that option too ;) Otherwise, it's terribly dead there. So much interesting stuff from the forum could be shared. And there's a larger audience there. It's a shame that we haven't managed to get new cities added yet.
