In the depths of Hell.

I've reached the point where I need to find the cloak and the staff.

Where can I find the Staff of the Underworld? I have the cloak, but I can't find the staff anywhere.
I've completed all the quests and explored the entire map except for the closed-off area. It seems like Ilia won't let me proceed without this staff.

I added the staff to my inventory using the console, but it still doesn't work. I'm not sure what to do next. I've already explored the entire map three times.
