Regarding the "akкупация" – it's just a typo. :(
But "chepizatsiya" has nothing to do with "chipization" (which is written without quotation marks). Chipization (implanting chips into the body) hasn't arrived yet (or hasn't reached a large scale yet). But "chepizatsiya" – brainwashing (including through the TV and the internet) – is already in full swing and has been for quite some time. :(
