Firstly, congratulations to Hell on another victory; I hope she convinces those who doubt her candidacy for "player of the year."
Secondly, in my opinion, the timer is a major factor, if not the deciding one. I believe that for a high-quality game without rules, the timer should be longer than what is usually set when playing with HW-rules – specifically to "level the playing field." The idea of fairness is that the timer is the same for everyone; if you fail, you're just a slowpoke! But without rules, the variance is greater; one player might be dominating, while another is carrying the game, including by taking advantage of the timer. A revealed mapmaker also benefits from it.
No matter how many times I've played without rules, the timer always ends earlier than usual (unless diplomacy is being heavily exploited from the start). I suggest discussing the addition of at least a time limit per turn when playing without restrictions.
