Percentages aren't really a new thing, and it wasn't the reason people stopped participating (though I can't comment on Yashur).

Yashur got so fed up with the randomness that he even stopped playing Warhammer in the SCN format. :( The last time something like this happened was when, in addition to various dodge chances and random executions in case of a tie, they also added a random morale kill starting from turn 5...

Basically, the reason for the "acute shortage" of players is that the "old" ones got tired of it, and the "new" ones haven't joined. I don't know why the "old" ones got tired of it, but I can guess why the "new" ones haven't: the forum isn't a Mafia forum, it's a "Heroes" forum. And "Heroes" are probably as popular now as KB is. :( The older versions are already "too old," and the latest ones are aimed at the masses.
