Is there an English-named race that would tolerate a werewolf-necromancer, or at least just a werewolf?

The Volmar 2.0 will have English names (more precisely, medieval English, for example, here), but they are not very friendly towards mages, and very unfriendly towards werewolves. And the lives of those towards whom they are not very friendly are usually controlled to some extent by the Volmar; of course, they won't chop off their heads, and they won't even force them to go to church, but they can't avoid moralizing and surveillance. Any transgression committed by such a person will be punished much more severely than if it were committed by a native Volmar. However, if one expresses a desire to become a good Volmar citizen, to benefit the state, and sincerely believe in the Creator, then everything will be fine with the locals.
As for necromancers, they are executed as soon as they are detected.
