I think it's worth it. Allow building only in your own city (if you start as a Tower), otherwise it creates a significant imbalance.
It should be banned only if both players are willing to play with rebuilding allowed. In the standard version, the greater imbalance is caused by the barbarian battle mages, in particular, the "Whirlwind" and "Dessator."
