There's some potential in all of this!
The Dark Dwarves are impressive (surprisingly high-quality replacement for the Mage Guild city). However, it's a bit unsettling that everywhere you look, the entire city is filled with dwarves and dwarf-like creatures. The only exception is the mountain goats, which, again, are ridden by... dwarves! (who would have thought). There are, of course, the Faceless Ones, but they don't change the essence. All the units of the castle look too uniform; the original dwarves have a slightly more diverse army...
In this regard (to add variety to the Dark Dwarves), I suggest replacing the 7th-level unit of the city with stone, ice, or some other kind of dragons. This will eliminate the gloom and monotony of this race... this is just my opinion.
However, the dwarven giants will be replaced with golems.
And regarding dragons - the game is already full of them. Why add more?
Also, as a "tester," I have a suggestion.
The Magic Chimera don't fit with the main storyline of "Heroes." In general, Magic Chimeras are a separate order of mages, but on what basis did THIS order survive after the cataclysm? (I understand that it's too early to delve into the plot, but still). I had an alternative idea for a new faction - a kind of "Pirate Brotherhood" (like the "Asylum" from Heroes 3). Here, you can also create a good storyline right away. For example, you could say that many people after the cataclysm found refuge in some archipelago...
The model of a pirate (and its upgrades) can be borrowed from the NCF mod. I think that such a faction would look very logical against the background of the future storyline... Moreover! The racial "ability" of the Elven cities, "Ranger Guild," can easily be renamed "Cutthroat Guild." The main thing is that it fits the meaning very well.

Yes, maybe the Magic Chimera don't fit with the main storyline of "Heroes," but the events take place after Heroes 5 and Dark Messiah, after significant changes in the world, so I think we can somehow connect them.
If we make pirates instead of Magic Chimera now, there are several problems.
1) Animations. All creatures have animations from already existing ones in Heroes, and we try to make sure that there are no repetitions. (The exception is neutrals). And for the pirate faction, we will have to select creatures, make some changes to the lineups (which are more or less complete). All this will take a long time and will undoubtedly slow down the already slow development of the mod.
2) Also, "Avenger" is already planned to be given to humans, and because you suggest giving it to pirates, we will have to re-sort the racial skills so that everything is logical (at least more or less).
Most likely, you will see rogues in the mod, but only as neutrals.
