I'm not denying that a ban on carrying weapons, if they were previously legal, will lead to an increase in crime – law-abiding citizens will hand in their guns, but criminals won't. This doesn't mean that the opposite is true.
Regarding the former Soviet countries – in my opinion, the issue isn't about allowing people to carry weapons. The chaos after the collapse of the country shouldn't be much different in Russia than it was in our country. I think that if you were to draw the same graph for Russia and other former Soviet countries, you would get the same peak in crime in the 90s and a decline around 2000, which is not related to allowing people to carry weapons.
And yes, regarding the crimes committed – does this refer to all crimes in general or only those that were solved? I suspect the results are different.
